Don’t take this thing too too seriously and you may enjoy it.  As the title indicates a killer is murdering people over the phone using a complicated electronic device which causes electrocution styled mayhem.  Richard Chamberlain investigates on behalf of a former student/victim’s family.  It seems apparent that someone in the hierarchy of the phone company is covering up but…
